Finding the bill too rigorous and inflexible, Lincoln pocket vetoed it; and the Radicals bitterly denounced him. During the 1864&amp;#150;65 session of Congress, they in turn defeated the president's proposal to recognize the Louisiana government organized under his 10 percent plan.
